Before a road tunnel you pass a plain blue circular sign showing the white number '30' with no red border or diagonal stripe. Shortly after leaving the tunnel, you pass an identical blue circle showing '30' but now with a single red diagonal line drawn through the number. What do these two signs together require of you?

  1. The first sign sets a mandatory minimum speed of 30 mph inside the tunnel unless it is unsafe to maintain it, and the second sign cancels that minimum from that point onward
  2. Both signs are advisory only, suggesting 30 mph as a comfortable cruising speed in good conditions, with no legal force either way
  3. The first sign fixes the maximum speed permitted inside the tunnel at 30 mph, and the second sign cancels that maximum, after which the previous limit resumes
  4. The first sign only applies to goods vehicles and coaches, telling cars nothing about their own permitted speed inside the tunnel
